Kinyarwanda Language Preservation and Promotion
Many years back, Rwandans of different categories, young and old, wished to have a public institution, specifically, in charge of language, culture and history of Rwanda.
This was emphasized so much when the National Commission in charge of drafting the Constitution was moving around the country asking the general population what should be included in the Constitution of the Republic of Rwanda.
It was further emphasized during the Referendum to adopt the Constitution of the Republic of Rwanda of 04/ 06/ 2003, as amended to date; reference is made here in article 50 and 51 , respectively, the first for the set up of Rwanda Academy of Language and Culture and the second, assigning to Government the responsibilities to safeguard and to promote positive values based on cultural traditions and practices so long as they do not conflict with human rights, public order and good morals.
Following article 50 of the Constitution, the Law n°01/2010 of 29/01/2010 determined the mission, organization and functioning of the Rwanda Academy of Language and Culture has been promulgated.
